Facebook ads in Ukraine have no fixed price: Meta sells impressions through an auction and you set the budget yourself — the technical minimum starts at roughly $1 a day. For Ukrainian advertisers Meta adds 20% VAT unless a VAT number is entered in the ad account. Below are price benchmarks, step-by-step setup, Instagram placement and the pixel.
How Facebook advertising works
You choose an objective, audience and budget, and Meta's algorithm decides in an auction who sees the ad and where. The winner is not the highest bid but a mix of bid, predicted response and ad quality. One campaign runs across Facebook, Instagram, Messenger and the Audience Network. Targeting basics for every network are in our targeted advertising guide.
Facebook ads cost in Ukraine
Meta does not publish official rates for Ukraine. Benchmarks from open sources:
- IT services niche in Ukraine — CPM (1,000 impressions) $8–15 and $0.70–2 per click (WebsCraft, 2025);
- neighbouring EU markets in e-commerce — CPM around $5.4–5.6 (Lebesgue, 2026);
- technical minimum — about $1 a day for impression billing; for testing, guides suggest $10–25 a day for 5–7 days.
Prices rise in competitive niches and in November–December. A strong creative and a landing Page people trust bring them down. If the Page has 40 followers and empty posts, an ad click often ends in a bounce. You can add social proof in advance: Facebook followers and likes — Page followers at $1 per 1,000 with a 60-day guarantee, likes from $0.50, no password.
How to set up Facebook ads step by step
The quick way is the "Boost" button under a Page post: pick a goal, audience, budget and duration. Convenient, but with few settings.
Ads Manager gives full control:
- create a campaign and choose an objective: awareness, traffic, engagement, leads, app promotion or sales;
- in the ad set, set the budget, schedule, location (Ukraine, city, radius), age and interests;
- keep Advantage+ placements or choose them manually;
- upload the creative: 9:16 or 4:5 video, short copy and a call-to-action button;
- add a payment method and submit for review — usually within 24 hours.
The ad account currency is chosen once: you cannot change it later, only create a new account.
Advertising on Instagram through Facebook
Connect your Instagram account to the Page via Accounts Center or business settings, and it will appear in Ads Manager as an identity for your ads. In placements, tick Instagram Feed, Stories and Reels — one campaign will run on both networks. The "Boost" button inside Instagram works the same way.
What is the Facebook Pixel
The Meta Pixel is a snippet of code on your website that sends visitor actions to the ad account: product views, leads, purchases. Without it Meta cannot see conversions and only optimizes for clicks. You create the pixel in Events Manager, install it directly or via Google Tag Manager, and add the Conversions API for accuracy.
VAT, paying from Ukraine and the "September 1" change
- Since January 1, 2022 Meta adds 20% VAT to ads for Ukrainian advertisers without a VAT number in the account.
- VAT-registered companies and sole proprietors enter their number and account for the tax themselves.
- You pay by card in UAH or USD; the billing threshold grows over time.
- The search "Facebook ads from September 1" refers to the ban on advertising on Meta platforms in Russia from September 1, 2025 — it does not apply to Ukraine.
Ads and a well-prepared Page work together: the more convincing the Page, the cheaper each follow. More on this in boosting vs advertising. Meta's rules prohibit artificial activity, so add followers from the Facebook catalog in moderation and alongside real content.
