YouTube monetization is available in Ukraine: Ukraine is on the official list of YouTube Partner Program (YPP) countries, and earnings are paid through AdSense to a Ukrainian bank account. Ad revenue requires 1,000 subscribers plus 4,000 watch hours in 12 months or 10 million Shorts views in 90 days, followed by a manual channel review. Below is what matters specifically for Ukrainian creators: the review, payouts, taxes and realistic rates.
Can you monetize YouTube in Ukraine?
Yes. Ukraine is on YouTube's YPP availability list. The 2022 restrictions apply to new accounts from Russia, not Ukraine.
One catch: the expanded YPP tier with a 500-subscriber threshold (memberships, Super Chat, Super Thanks) is not available everywhere, and as of November 2026 Ukraine is not on its official list. For a Ukrainian channel, the real entry point is the full tier with ads. You can see your status in YouTube Studio → Earn; if the lower tier isn't available, there's a "Get notified" button.
YouTube monetization requirements in 2026
- 1,000 subscribers and 4,000 watch hours on public long-form videos in the last 12 months — or 1,000 subscribers and 10 million Shorts views in the last 90 days.
- No active Community Guidelines strikes and 2-Step Verification turned on for the Google account.
- The channel follows the monetization policies and is linked to AdSense.
Important if you're still growing: YouTube has announced that from February 1, 2027, thresholds for new applicants double to 8,000 watch hours in 12 months or 20 million Shorts views in 90 days (the 1,000 subscribers stay). Channels already in YPP keep their status but must accept the updated terms in Studio by January 31, 2027. If you're close to 4,000 hours, it pays to apply before February. For a full overview, see YouTube Partner Program requirements.
The first 1,000 subscribers are usually the slowest part. If you're publishing regularly but the counter is stuck, you can add a starting base on the YouTube subscribers page — from $20 per 1,000, 30-day guarantee, no password needed. To be clear about the limits: buying subscribers won't replace watch hours or the content review, and YouTube's rules target artificial activity, so order moderately and alongside regular uploads.
How to connect AdSense from Ukraine
- YouTube Studio → Earn → accept the base program terms.
- In the AdSense step, click "Start" and create an account or link an existing one. Set Ukraine as the country, and use the name and address of the bank account holder who will receive the money.
- Once your balance reaches $10, Google asks you to verify your identity and address; from the same amount you can choose a payment method.
- Submit your US tax info (Form W-8BEN for individuals). Without it, YouTube may withhold more tax on earnings from US viewers.
Monetization review: how long it takes and why channels get rejected
Applications are checked by human reviewers. According to YouTube Help, it typically takes about a month, sometimes longer. Reviewers look at the channel as a whole: its main theme, most-viewed and newest videos, titles, thumbnails and descriptions.
The most common reason for rejection is reused content: compilations of other people's clips, reuploads without meaningful changes, movie or TV cuts without commentary — even with the owner's permission. Critical reviews, reactions with voice commentary and edits with your own storyline can be monetized. Since July 15, 2025, the repetitious content policy has been called "inauthentic content" and covers templated, mass-produced videos, including cookie-cutter AI videos and slideshows.
- First rejection: reapply after 30 days, once you've fixed the channel.
- Any later rejection: reapply after 90 days.
- You can appeal the decision within 21 days.
How much YouTube pays per 1,000 views in Ukraine
There's no fixed rate: earnings depend on viewer country, niche, video length and season. Creators get 55% of net ad revenue on long-form videos and 45% on Shorts. Public benchmarks:
- According to Affhub Media (cited by borgexpert, June 2026), Ukrainian creators earned about $4 per 1,000 views on average in early 2026.
- 24 Kanal, citing Exploding Topics (November 2025), places Ukraine among markets earning up to about $2 per 1,000 views, versus $3–11 in the US, Canada and Germany.
- Shorts: AIR Media-Tech data (274 channels, September 2026) shows a median RPM of $0.07–0.20 per 1,000 views in most niches, with no Ukraine-specific breakdown.
At those rates, a rough estimate for 1 million long-form views is $2,000–4,000, and many times less for Shorts. It's a benchmark, not a promise: check your own RPM in Studio → Analytics → Revenue. The calculation is explained in how much YouTube pays per 1,000 views.
Payouts to Ukraine and taxes: sole proprietor or individual
AdSense pays monthly once your balance reaches $100. For Ukraine, the main method is a bank wire in US dollars to a foreign-currency account; available options are listed in the AdSense payments section.
Choosing the right tax setup matters. In a letter dated October 29, 2025, Ukraine's State Tax Service stated that if ads are placed by YouTube and are unrelated to a sole proprietor's (FOP) business, the money is taxed as an individual's foreign income (personal income tax plus military levy, filed in the annual return). Earlier, in a May 2025 ruling, the tax service had allowed such income under FOP status. Direct brand deals are usually run through an FOP. In March 2026 the government submitted bills on taxing digital platform income to parliament, so confirm rates and setup with an accountant.
While your channel works toward the thresholds, work on engagement too: likes on new videos signal to viewers that a video is worth watching. You can add them on the YouTube likes page — from $1 per 1,000, no password needed. Ways to earn alongside YPP are covered in how to monetize a YouTube channel.
